Protecting Terrapins and Preserving Fisheries

Abstract

The accidental drowning of diamondback terrapins in crab traps led the Florida Fish and Wildlife Conservation Commission (FWC) to mandate bycatch reduction devices (BRDs) on all recreational blue crab traps in state waters. Research revealed significant conservation concerns, particularly in the Mid-Atlantic states, where large numbers of terrapins were found drowned in traps. While Florida had fewer reported incidents, its unique and smaller terrapin populations raised concerns about long-term sustainability. In response, UF/IFAS Extension Agents and Florida Sea Grant, in collaboration with FWC, launched a statewide educational campaign to inform the public about the new ruling and the importance of BRDs. This comprehensive effort included a fact sheet, PowerPoint presentation, and educational video to increase awareness. To further encourage compliance, Florida Sea Grant distributed free BRDs through UF/IFAS County Extension offices. This initiative resulted in 6,372 BRDs distributed among 391 stakeholders statewide, equipping 3,186 recreational blue crab traps with the necessary gear to meet legal requirements. This statewide distribution saved fishers $31,797 (compared to purchasing BRDs) and avoided fines totaling between $742,338 and $1.59 million. By combining education, outreach, and free BRD distribution, this initiative successfully promoted compliance and advanced conservation efforts. The initiative showcased the effectiveness of partnerships, proactive outreach, and community engagement in promoting responsible environmental practices among recreational blue crab fishers.
